The importance of compliant damp proofing
For commercial properties, and many residential new builds, damp proofing isn’t an aspect that is overlooked today. Building regulations are in place that cover walls and floors, and these must be carefully followed for final sign off and approval.
Building regulations may vary according to special conditions or location of the building, but standard compliance involves:
Walls should have damp proofing courses to prevent instances of rising damp
Some walls will also require protection from penetrating damp
External walls should have a minimum of 1.5cm above ground damp proofing
A cavity tray should be installed in a cavity wall, otherwise damp proofing should be a minimum of 2.25cm above the floor of the cavity wall
Ground floors should have sufficient supporting structure and have moisture resistance. A damp proof membrane is typically installed beneath the floor. This must also meet and join with damp proofing in the walls.

Yes. According to recent regulations, damp proofing should be a minimum of 2.25cm above the floor of the cavity wall. This can (in many cases, but not all) be overridden by installing a cavity tray at the base of the wall.
To meet current building regulations compliance, yes, new builds and renovations require damp proofing.

Most newly-constructed or renovated commercial properties require an air tightness test in England and Wales to comply with Building Regulations Part L1A and Part L2A, in addition to Building Standards (Section 6). The results of air leakage tests are used with SBEM calculations to determine compliance.
Air leakage and heat loss are big problems in the commercial construction sector for new build properties. Today, these types of property must meet minimum guidelines and have an adequate thermal performance rating, among other tests, to comply.
